The goal of the list, according to Zillow.com is, "to help kids (and parents) use data to identify cities that will boost their Halloween haul." Cities were evaluated and ranked in the following criteria: median home value, walk score, population density and crime. Cities that give out the most candy and have Trick-Or-Treaters do the least walking where they could encounter safety risks were ranked the highest.
